Map safety requirements to physical zones

PPE checks are normally placed at entry points or transition zones where the head and upper body are visible. Intrusion rules belong to controlled rooms, machine areas, or temporary barriers. Smoke, flame, blocked routes, and vehicle events should use views that include the surrounding operating context.

Avoid turning routine activity into an alarm
